“make sense”

(verb phrase) To seem reasonable; to sound logical or possible; to be able to understand something.

When an idea “makes sense”, it means that it is understandable or sounds logical.   In addition, when a thing “makes sense”, it has the additional meaning that you understand how to use it or how it works.

Examples:

His new proposal really does make sense; let’s do it!

I just can’t make sense of the instructions for this new fax machine; I’ve read this page three times and still don’t know how to send a test fax.
