“implement”

(verb) To begin to do a planned action…Synonym: to carry out; (noun) a tool or object used to do an action.

When people “implement” plans, it means they had already thought of what they would do, and now they are beginning to do it. As a noun, an implement can be something man-made (ex: hammer) or natural (ex: hand or foot).

Examples:

The government just implemented new laws protecting workers from working too many hours.

Because the lock is broken, we need to find some other implement to help us open this door.
